    ASDWA Statement on COVID-19 for Member Meeting Participants
    Updated 3/16/2020

    On Friday, March 13th, the Board of Directors for Association of State Drinking Water Administrators (ASDWA) met via conference call and decided to cancel ASDWA’s 2020 Member Meeting that was scheduled for March 23-25, 2020. ASDWA’s members and staff had been closely monitoring developments related to the COVID-19 outbreak and the potential impact on our meeting. This decision was made after a thorough review of several factors impacting the event, including the growing number of travel restrictions that have forced a significant portion of our members and speakers to cancel their participation.

    The health and safety of our meeting attendees and communities they serve are ASDWA’s highest priorities. The ASDWA Board felt that the decision to cancel meeting is the most prudent to safeguard our meeting participants from further potential exposure to the coronavirus. We ask that you please cancel your hotel reservations as soon as possible, and if you were planning on travelling to our meeting, then make the appropriate arrangements for your airline tickets.

    If you were scheduled to speak or present at the meeting, your session organizer will be in touch to discuss moving your session to a webinar format or to the ASDWA Annual Conference in Scottsdale in October.

    Evening Social Event – the Starship II Dinner Cruise:

    ASDWA will host an evening dinner cruise on the Starship II on Tuesday, October 29 from 6:30-9:30 PM  – open to all attendees interested, however space is limited to the first 150 reservations. The cost of this event is $20. You may reserve your seat by checking the appropriate box on your registration form, or checking with ASDWA staff at the Registration Table.

    Included with your ticket:

    • A two-and-a-half-hour cruise along unique waterfront locations such as Harbour Island and Davis Island.
    • Delicious starters, popular entrées, indulgent desserts and a full cocktail menu.
    • Unlimited coffee, soda, tea and water. Alcoholic beverages may be purchased.
    • Spectacular views of Tampa’s magnificent and growing skyline!

    ASDWA Workshop – Certification Reimagined:

    This year’s Conference will feature an interactive workshop open to all conference attendees on Wednesday, October 30th, focused on innovative approaches to operator certification. Facilitated by subject matter experts from ASDWA and the Association of Boards of Certification (ABC), attendees will work in small groups to explore potential pathways, barriers, and needs for operator certification, portability, and credentialing.

    Interested? Please help us make the workshop as valuable as possible by responding to some questions on credential portability. Your answers will assist the workshop organizers in tailoring the discussion and presented materials to best suit the audience.

    This year’s DMUC will be held in Salt Lake City from July 10-12, 2018. An optional training will be held on Monday, July 9, for states preparing to adopt CMDP.

    Remote Attendance Webinar Series

    ASDWA has scheduled a series of webinars that will take place during the 2018 ASDWA/EPA Data Management Users Conference on July 10 – 12 in Salt Lake City, UT. Our goal is to provide access to the presented materials and live conference audio [both the presenters and discussion coming from the audience], in a real-time environment. We will also attempt to broadcast the entire CMDP Training session planned for Monday, July 9th.

    We ask that you register for one or more of the scheduled sessions below by COB Friday, July 6th, although you may register at any time leading up to the start of the broadcast. All webinars are scheduled for Mountain Time – you will have the option to adjust the timezone when you register. There are a total of twelve sessions that you can register for, each representing a session at the Conference; including three sessions that will capture the optional Monday, July 9th training. You must register for each session you wish to attend. All sessions will be recorded and shared after the Conference for later review. If any of the links below are broken, try to copy/paste the URLs into your browser.

    IMPORTANT: By registering as a remote attendee you are agreeing to “skate at your own risk”, as ASDWA staff may be unable to provide any level of technical support during the sessions.  Due to unknown technical factors [i.e., hotel internet crashes, equipment failures, etc.], ASDWA cannot guarantee that we’ll be successful in broadcasting every scheduled session.     Monday Training: CMDP Implementation Training (optional)

    This training will allow states that are planning for implementation of CMDP to hear from states like Utah that already have CMDP in place.  Attendees will hear about the planning process, the challenges of implementation, and other experiences from those that have been there already – both drinking water program staff and IT staff.  Laboratories and water systems using CMDP will also share their perspectives.  An open discussion time will complete the day and allow for specific questions to be answered.  Anyone interested in adopting CMDP should attend this training and also listen to the webinar on CMDP basics on June 28.

    Wednesday Night SDWIS Challenge: Shall We Play a Game? (optional)

    Wednesday, July 11 from 7-10 PM. 

    ASDWA is very excited to host this year’s SDWIS Challenge at Dave & Busters! Taking a different approach to previous years, challenge participants will be placed into small teams to compete against each other in a series of Midway games; like Daytona USA, Super Shot Basketball, Super Trivia, Pac-Man, and Skee-ball. The mixture of games in the competition gives everyone a chance to join in the fun regardless of skill level and the team-based format better facilitates the community-building spirit of our conference. A snack buffet and cash bar will be provided in a private room we have reserved onsite.

    Space is limited, so we ask that Challenge Participants and Spectators please RSVP before July 2, 2018, by emailing Anthony at aderosa(at)asdwa.org. 

    This sounds awesome, where do I sign up? Information for Challenge Participants:

    The SDWIS Challenge is limited to 30 participants, so we kindly ask that anyone interested in playing RSVP before July 2, 2018, by emailing Anthony of ASDWA at aderosa(at)asdwa.org. There is a $10 buy-in to help cover the cost of the competition – you do not need to pay in advance. Availability is on a first come, first serve basis – after the first 30 RSVPs, a waiting list will be created – if a player drops out, we will go down the list to fill their space.

    Challenge Participants will receive a $15 PowerCard that they will use for the competition, and are welcome to use the remaining balance on that card to play games after the event is finished.

    I’m a Lover, Not a Gamer! Information for Challenge Spectators:

    We invite all DMUC attendees to join us and cheer along your colleagues, but the space we have reserved is only so big, so we do ask that you also RSVP by July 2, 2018, so we can make adjustments to the event logistics as necessary. There is no fee to spectate and you are welcome to purchase your own PowerCards that can be used for free play throughout the arcade.

    Logistics:

    Dave & Busters is located at 140 S. Rio Grande St. Salt Lake City, UT 84101. It’s about a 5-minute Lyft/Uber/Cab ride from the hotel. You may also take the TRAX Blue Line (light rail) by walking over to the Courthouse Station and going 5 stops to the Planetarium Station (D&Bs is just around the corner). The light rail runs until 11:30 PM.

    ASDWA has secured a private room to serve as the gathering spot for our event from 7-10 PM. Participants in the competition are asked to be at the event gathering spot by 7 PM, so we can start the SDWIS Challenge on time. At 8 PM, a snack buffet will be provided with a nacho station, chicken bites, pizza bites, and slider burgers, along with a cash bar.

  • EPA to Hold WIFIA Meetings and Webinars in November and December

    On October 31, EPA published a Federal Register Notice announcing a series of “information session” meetings and webinars to be held in November and December 2017 about the Water Infrastructure Finance and Innovation Act (WIFIA) program requirements and application process. During each information session, EPA will also explain the financial benefits of WIFIA credit assistance and provide tips for completing the application materials. The intended audience is prospective borrowers including municipal entities, corporations, partnerships, and State Revolving Fund programs, as well as the private and non-governmental organizations that support prospective borrowers.

    The EPA WIFIA meetings will be held on:

    • November 8, 2017 in Denver, Colorado
    • November 16, 2017 in Nashville, Tennessee
    • November 29, 2017 in Lenexa, Kansas

    The webinars will be held from 2:00 pm to 3:30 pm (eastern time) on the following dates and topics:

    The Water Finance Clearinghouse is an easily navigable web‐based portal to help communities locate information and resources that will assist them in making informed decisions for their drinking water, wastewater, and stormwater infrastructure needs. The Water Finance Clearinghouse includes two searchable databases: one contains available funding sources for water infrastructure and the second contains resources, such as reports, weblinks, webinars etc. on financing mechanisms and approaches that can help communities access capital to meet their water infrastructure needs.

    The Water Finance Clearinghouse was developed by EPA’s Water Infrastructure Finance and Resiliency Center, an information and assistance center identifying water infrastructure financing approaches that help communities reach their public health and environmental goals.

  • USGS National Ground Water Monitoring Network Funding Now Available

    The USGS National Ground Water Monitoring Network (NGWMN) Cooperative Funding Opportunity for 2018 is now open for proposals through November 30, 2017. The NGWMN network is sponsored by the USGS Advisory Committee on Water Information’s (ACWI) Subcommittee on Ground Water (SOGW). This current funding is for a 2-year period and will provide support for both new and existing data providers in the NGWMN. The USGS will fund new data providers to select and classify sites within existing monitoring programs, to set up web services that will link the data to the NGWMN Portal, and to produce a report describing this process. Existing data providers can apply for funding to maintain web services and keep site information current. Data providers may also apply for funding to collect data to improve site information, to maintain wells, and to drill new or replacement Network wells. The maximum allowable funds for any data provider has been increased to $150,000 per year. Interested agencies can apply online at grants.gov under funding opportunity number G17AS000470. The Program Announcement contains the requirements and other guidance for submitting proposals.

    Webinars:  The NGWMN will host two upcoming webinars. The webinar on October 19th at 1:00 pm (eastern) will provide information about the application package and the webinar on November 28th at 2:00 pm (eastern) will allow participants to ask last minute questions.     Purpose:  The purpose of the webinar is to build on the efforts of ASDWA, the Association of Clean Water Administrators (ACWA), the Ground Water Protection Council (GWPC), and EPA to share and promote Clean Water Act and Safe Drinking Water Act (CWA-SDWA) coordination activities across state and EPA water programs.

    Audience:  State, interstate, tribal, and federal water programs, water utilities, technical assistance providers, and anyone else who would like to participate.

    Objective:  Learn how the Nebraska and Nevada state water programs coordinated with EPA and local communities to leverage the CWA 319 non-point source (NPS) program for surface and groundwater quality protection planning in drinking water supply areas.

    Agenda

    • Nebraska: Ryan Chapman with the Nebraska Department of Environmental Quality, and Heather Duncan with the EPA Region 7, will present how they have partnered over the course of several years to address source water and drinking water protection issues impacted by non-point source pollution. After documenting the drinking water protection priorities in the Nebraska’s Non-point Source Management Plan, the state has undertaken planning and restoration efforts in four communities, including the Bazile Groundwater Management Area, Waverly, Auburn, and Fairbury. This presentation will share the status of those planning efforts and describe the 319 documentation process that supports the state’s accomplishments.
    • Nevada: Kim Borgzinner, with the Nevada Division of Environmental Protection (NDEP) Bureau of Safe Drinking Water’s Integrated Source Water Protection Program (ISWPP), and Birgit Henson with the NDEP Bureau of Water Quality Planning’s Nonpoint Source Branch, will share how they coordinated and kick started a joint source water protection and watershed management planning effort. This effort aligned with the goals outlined in Nevada’s 2015 Nonpoint Source Management Plan and resulted in working with the ISWPP contractor to develop a stakeholder group and initiate a comprehensive regional watershed plan that includes source water components in Washoe County and the Truckee River Watershed.

    Presenters

    Ryan Chapman is the Water Quality Assessment Section Supervisor with the Nebraska Department of Environmental Quality.  He has been with the Department since 2009 and served as the Wellhead Protection Program Coordinator for 5 years. He also works with several of the Section 319 Non-Point Source grants that the Department awards annually. Ryan holds a Bachelor’s degree in Agricultural Sciences and Natural Resources from the University of Nebraska Lincoln, and Bachelor’s and Master’s degrees from Iowa State University.

     

     

    Heather Duncan is the EPA Region 7 liaison to Nebraska’s nonpoint source/319 program. Heather has been with EPA Region 7 since 2006. Prior to working in water quality programs, Heather spent time with EPA Region 7’s pesticides program and was the co-chair of Region 7’s Agriculture Team. She’s an Iowa farm girl by upbringing and a graduate of Iowa State University with a Bachelor of Science degree in Public Service and Administration in Agriculture – Agricultural Meteorology.

     

     

    Kim Borgzinner is the Source Water Coordinator for the Nevada Division of Environmental Protection. She has been managing the State’s Integrated Source Water Protection Program for the past 10 years and has worked successfully with many communities in Nevada to develop and implement comprehensive countywide source water protection plans. Prior to working for NDEP, Kim worked in private consulting on projects related to public water system capacity building. She holds a Bachelor of Science degree in Civil Engineering from the University of Nevada Reno.

     

     

    Birgit Henson is the Non-point Source Branch Supervisor managing the Clean Water Act 319 Program at the Nevada Division of Environmental Protection. She has over twenty years of experience in the water quality field. Birgit previously worked for Nevada’s Underground Injection Control Program where she was responsible for permitting discharges to groundwater, and also worked for the Tahoe Regional Planning Agency and Basin Management Unit. She has a Bachelor’s of Science degree in Natural Resource Management and Engineering from the University of Connecticut and is a Certified Public Manager.
