    Out of an abundance of caution related to the continuing worldwide COVID-19 pandemic, ASDWA is converting to a virtual conference and is now offering registration at no cost.

    A surge in cases across the U.S., uncertainties surrounding organizations’ travel bans and restrictions, challenges in debating and implementing potential onsite safety protocols such as vaccine/mask mandates or social distancing, and the emergence of the highly contagious Delta variant led ASDWA to make this difficult decision for the health and safety of our attendees and staff. Although we would prefer to see all of you in person and everyone is suffering from fatigue from the two-dimensional experience, we have developed an agenda to ensure that the shift to virtual still provides unique opportunities to learn about, and to discuss, the critical drinking water issues that we are all facing.

    We sincerely apologize for any inconvenience this may cause. We look forward to meeting again in person in 2022 and to meeting with everyone virtually in October!

    Pandemic Impacts
    MONDAY, October 26 (Open to the Public)

    The Water Sector (EPA, states, water systems, etc.) has implemented a variety of strategies to adapt to the ongoing pandemic and each strategy has its own inherent challenges. 
    1:00-2:30 ET       States Adapting to Change: The Human Factor

    From remote learning and virtual inspections to managing a socially distanced workforce, state drinking water programs are adapting to a new way of doing business to keep their staff and the communities they serve safe. 
    3:30-5:00 ET       States Adapting to Change: Systems and Processes

    States will discuss approaches to water quality in buildings and schools that are reoccupying after a prolonged shutdown, pandemic effects to seasonal systems, and addressing long-term compliance issues in the face of COVID-19.

    The ongoing pandemic does not stop regulatory deadlines, and EPA’s Office of Water (OW) and Office of Groundwater and Drinking Water (OGWDW) continue to meet the Safe Drinking Water Act (SDWA) mandates and take steps forward in the SDWA regulatory development process
    1:30-2:30 ET       Potential Revisions to Microbial and Disinfection Byproducts (M/DBP) Rules (States & EPA Only)

    Please note – the final LCRR has not yet been released, so we are shifting the focus of this session.

    With EPA under a court deadline of July 2024 to propose revisions to the MDBP regulations, this session with provide an overview of the information and data collection effort that EPA is planning to conduct in order to appropriately inform those potential revisions.
    3:30-4:30 ET       LCRR Early Implementation Issues (States & EPA Only)

    The final Lead and Copper Rule Revisions (LCRR) are expected to have several early implementation provisions, including lead service line inventories and replacement plans, updated lead and copper monitoring plans and preparation for testing in schools and child care facilities.     Registration is open for EPA and ASDWA’s Capacity Development and Operator Certification Workshop – Virtual Sessions. Registrants can expect to hear strategies on operator training and testing during the pandemic, collaborative actions of the capacity development and operator certification programs to improve compliance, and procedures to build financial resilience. The following sessions will be 45 minutes with an optional hour long discussion after.

    The Association of State Drinking Water Administrators (ASDWA) and the Technical Support Center (TSC) in EPA’s Office of Ground Water and Drinking Water (OGWDW) are pleased to announce the seventh Area-Wide Optimization Program (AWOP) National Meeting will be held in Cincinnati, OH at the Hilton Netherland Plaza on August 6-7, 2019.  The conference is designed to strengthen the core activities of AWOP and provide existing AWOP States and Regions with an opportunity to meet and network with other AWOP participants.  The conference will also provide a forum for discussing national AWOP priorities and technical topics.  Other states with an interest in AWOP may also attend to become more familiar with AWOP tools and practices, including a special evening meeting on August 5 for new states or new staff in existing AWOP states.

    Tuesday Night SDWIS Challenge: Shall We Play a Game?

    Tuesday, July 23 from 7:30-10 PM. 
    ASDWA is very excited to host this year’s SDWIS Challenge at Game-X! Continuing with the more inclusive team building format, challenge participants will be placed into small teams to compete against each other in a series of Midway games; like Daytona USA, Super Shot Basketball, Super Trivia, Pac-Man, and Skee-ball. The mixture of games in the competition gives everyone a chance to join in the fun regardless of skill level and the team-based format better facilitates the community-building spirit of our conference. A snack buffet and cash bar will be provided in a private space we have reserved onsite. 
    This sounds awesome, where do I sign up? Information for Challenge Participants:
    NOTE: all challenge spaces have been claimed. If you are interested in playing, you’re welcome to join the waiting list. The SDWIS Challenge is limited to 32 participants broken into 4 teams of 8. There is a $20 buy-in to help cover the cost of the competition – you do not need to pay in advance. Challenge Participants will receive a drink ticket and a $10 PlayCard to use to play games after the challenge is finished.
    I’m a Lover, Not a Gamer! Information for Challenge Spectators:
    We invite all DMUC attendees to join us and cheer along your colleagues. There is no fee to spectate and you are welcome to purchase your own PlayCards that can be used throughout the arcade.
    Logistics:
    Game-X is located at 275 Baker Street, Atlanta, GA 30313. Sound familiar? It’s in the same building as the Conference hotel.
    ASDWA has secured a private space to serve as the gathering spot for our event from 7:30-10 PM. Participants in the competition are asked to be at the event gathering spot by 7:30 PM, so we can start the SDWIS Challenge on time. A snack buffet will be provided along with a cash bar.

    Corrosion in water distribution systems is a costly problem and controlling corrosion is a primary focus of efforts to reduce lead (Pb) and copper (Cu) in tap water. Efforts to control corrosion rely upon an understanding of the chemical characteristics of surface water and groundwater sources, yet source waters in some areas are changing rapidly due to anthropogenic inputs and management practices. Recent findings of the potential corrosivity of the Nation’s surface waters and groundwater will be summarized along with implications for exceedances of lead action levels in drinking water. Changes in source-water chemistry at the national scale will also be presented along with insights into the land-use linkages to those changes.

    USGS has developed, or is developing, a variety of drinking-water related models and online web applications. The Nation’s rivers, streams, and groundwater are valuable resources, providing sources of raw drinking water for a growing population. New USGS online interactive mappers bring together decades of water-quality data to provide a nationwide look at changes in surface-water and groundwater quality and provide decision tools for monitoring and for developing source-water management strategies.

    The purpose of this webinar is to demonstrate the use of decision support tools and multi-purpose landscape analysis systems that can strengthen the ability of water suppliers to develop land protection strategies that address threats to drinking water sources. Land conservation emphasizes the permanent preservation of land around both groundwater and surface water sources. GIS analysis is an effective and accessible way to identify and rank source lands and can be used throughout the source protection process, providing an invaluable resource for inventories, prioritization and management. Prior to this, Linda was a partner at a start-up that developed customized decision-support tools that quantify ecosystem services for clients such as The Nature Conservancy, The Dow Chemical Company, and Environmental Defense Fund. She was also at Business for Social Responsibility, where she built and led advisory services program offerings on corporate water strategy and ecosystem services strategies for Fortune 500 companies. Linda has a BA in environmental economics, an MPhil in Development Studies & Social Transformation from the University of Cape Town, and an MBA from the University of Michigan.

Fred is an environmental management and GIS professional with over 25 years’ experience. He has worked in a wide array of environmental management and GIS service areas including: business development, client management, staffing, project management, and technical oversight. Fred specializes in managing data intensive, multi-disciplinary studies and computer application development projects that utilize GIS technology. His primary application expertise relates to environmental and natural resource studies (20 years) but also includes local government, transportation, and utilities applications. His expertise includes project management, requirements analysis, system design, programming, and system implementation. Fred has designed and implemented multi-agency, multi-application GIS projects; large GIS data conversion projects; and focused single-application systems.

    This webinar will cover the spectrum of chemical and microbial contaminants in raw (source) water, to treated water, to water at the tap. The webinar will be presented in three segments to address key issues and questions of drinking water quality. The segments include:

    • Groundwater Sources—The U.S. Geological Survey (USGS) is assessing groundwater quality in principal aquifers that are important sources of drinking water and comparing constituent concentrations in raw (untreated) groundwater to human-health benchmarks established for drinking-water quality. Findings on the occurrence of organic and inorganic constituents, including radioisotopes, from 11 principal aquifers across the United States will be summarized. (presented by Bruce Lindsey, ~15 minutes)
    • Water Quality from Source Through Treatment—The U.S Environmental Protection Agency (USEPA) Office of Research and Development and the USGS joined efforts to broaden the scope of existing public drinking water information by providing a nationally consistent and rigorously quality-assured dataset on a wide range of chemical and microbial contaminants present in source and treated waters. The two agencies analyzed water samples for 233 chemical and 14 microbial contaminants in source (untreated, raw) and treated drinking waters from 29 drinking water treatment plants. The results of this collaborative effort, published in 2017 as a series of eight papers, will be summarized, as will a follow-on research publication that applied knowledge gained from this study to better understand the potential for de facto water reuse by drinking water utilities. The importance of collaboration between Federal agencies and drinking-water utilities to the success of these studies will be examined through the experience of a participating utility.     • Water Quality from Distribution to the Consumer—The USGS and collaborators recently began efforts to quantify tap water exposure pathways in public and private water supplies. Future plans and preliminary results of pilot efforts from several homes and offices to collect representative tap water samples for analyses of chemical and microbial contaminant mixtures, bioassays, and site-specific exposure activities based on USEPA ToxCast effects data will be presented.
