Continuing Resolution and Funding Landscape

On March 15, 2025, President Trump signed into law the Full-Year Continuing Appropriations and Extensions Act, 2025, a six-month continuing resolution (CR) that funds the federal government through September 30, 2025, thereby averting a potential government shutdown.

This funding measure maintains funding for the Clean Water (CWSRF) and Drinking Water State Revolving Funds (DWSRF) at 2024 levels: $1,638,861,000 CWSRF and $1,126,101,000  DWSRF without using SRF capitalization grants to fund congressional earmarks. It is unclear why earmarks were not in the CR. Federal funding will be distributed based on the pre-earmark allocation for the CWSRF and according to the 7th Drinking Water Needs Survey for the DWSRF. Additionally, the CR eliminates $38,693,000 in carryover funding from last year’s appropriations bill that was designated for managing congressional earmarks. Congress must still negotiate and pass full-year appropriations bills to establish permanent funding.
