California Senator Introduces Bill to Create Permanent National Water Assistance Program
On February 28, Senator Alex Padilla (D-Calif.) introduced the Low-Income Household Water Assistance Program (LIHWAP) Establishment Act, legislation that would establish a permanent, nationwide water assistance program. LIHWAP provides funds to assist low-income households with water and wastewater bills, but requires congressional authorization to continue through fiscal year 2024. The Low-Income Home Energy Assistance Program (LIHEAP) is a similar but permanent program that assists low-income households with energy bills; this introduced bill would establish LIHWAP as a permanent program in a similar manner.
