EPA Memo Provides Recommended Criteria for 2023 State Capacity Development Program Reports to the Governor
On May 11, Marietta Echeverria of EPA’s Office of Ground Water and Drinking Water sent a memorandum to the EPA Regions entitled, “2023 State Capacity Development Program Reports to the Governor,” with suggested reporting content (as an attachment) for states. State drinking water programs should have already received this memo from their EPA Region. The memo is derived from the previous 2005 version and adds relevant information for the new America’s Water Infrastructure Act (AWIA) requirements for asset management. The content is based on section 1420(c)(3) of the Safe Drinking Water Act (SDWA) for states to report on the efficacy of their capacity development strategy, and progress made towards improving technical, managerial, and financial capacity of public water systems. The six questions in the suggested reporting content are expanded from the previous version to focus on infrastructure, funding mechanisms, and targeting systems that are in most need of assistance. States are required to submit these triennial reports to their Governor’s office and make them available to the public by September 30, 2023. For more information, read the memo here.
