Congress Passes Three-Week Continuing Resolution
Late Thursday (2/17), the Senate passed a three-week Continuing Resolution (CR) to continue funding the Federal government through March 11th while working on passing an omnibus appropriations bill. President Biden is expected to sign the CR sometime on Friday (2/18) to avoide a government shutdown at midnight.
The omnibus appropriations bill is important in the context of the increased water infrastructure funding in the Bipartisan Infrastructure Law. Until the appropriations bill is passed and signed, the increased water infrastructure funding is just words on paper, i.e., the funding has not been released to EPA or the states. On a related note, the release of EPA’s framework/guidance for implementing the increased funding is anticipated to be by the end of February.
