U.S. House Passes Massive Infrastructure Bill with Amendment on Lead Service Line Funding
Yesterday, the House passed a $1.5 trillion infrastructure package that includes funding for roads and transportation, broadband, water infrastructure, and more. Before sending the bill to the Senate, House lawmakers approved a significant amendment to the package authorizing $4.5 billion per fiscal year through fiscal 2025 for comprehensive lead service line replacement projects, with a focus on projects in environmental justice communities. The amendment effectively shifts the cost burden of lead service line replacement from low-income communities to the federal government through 100% federal grants. The infrastructure package has very little chance of being considered by the Senate and the White House has threatened to veto if it somehow passed both Chambers.
