Final FY 14 Appropriations
A catchall spending bill for the remainder of fiscal 2014 passed the House on January 15th and cleared the Senate the next day. President Obama has promised to sign it shortly. The massive “Omnibus” FY 2014 package effectively hits the “reset” button for many programs that have seen their funding and guidance frozen for years. It sets discretionary spending levels at $1.012 trillion, government wide — meeting the cap from the recent budget deal — and includes $98 billion more not subject to the cap, mostly for war spending and disaster relief, for a total budget of $1.1 trillion. The pertinent budget figures of particular concern to state drinking water programs are as follows.
